The first visit to the city of Shelby, Tennessee, was probably performed by an African American family, in the early to mid-eighteenth century. The great majority of white settlers found themselves in the northern part of the state, in the region known as the Tennessee Colony (incorporated as the Nashville, Davidson, and Bedfordoni, Tennessee, today). The first permanent settlement of Shelby was made by Thomas Blount, a pioneer who came to Tennessee in 1775, among the Cherokees. Samuel Blount was the first judge of Shelby County, in 1805.

Shelby was incorporated in 1809. As of the time of the 1860 census, the town of Shelby had a population of 800 people, most of them being African Americans. The wartime population of Shelby was about 450, of whom 260 were slaves. Only 80 of these were admitted to the Union Army. This was the highest percentage of African Americans to serve in the US Army of any American state. By 1908, Shelby’s population was less than half that of 1860, while all of the countryside about Shelby was now settled by whites. The population and status of African Americans in Shelby had worsened since 1860, as they were edged out of positions of leadership. The town’s population now was 60 percent white and 40 percent African American. By the mid-1930s, more than 90 percent of the workers in the county’s textile mills were African American. Throughout the mid-1900s, Shelby’s schools were segregated.
